2025年10月30—31日，第十二届全国石油经济学术年会暨2026年油气市场形势研讨会在成都召开，会议以“统筹谋划‘十五五’能源高质量发展与高水平安全”为主题，汇聚能源行业政企学研代表展开深度研讨。会议研判，全球能源体系正经历系统性转变，治理范式需向跨部门协同、地域差异化等方向重构；全球经济趋缓背景下，中国需以自主开放战略塑造发展环境；石油石化行业面临需求放缓与碳市场扩容双重挑战，需通过技术创新与碳资产管理实现绿色升级；天然气市场从紧平衡转向全球宽松，中国需强化市场化改革与非常规资源开发；大型国有石油公司聚焦油气与新能源融合、新质生产力培育等核心战略，为行业转型提供实践标杆。

During October 30–31,2025,the 12^th Annual National Petroleum Economic Research Conference and the 2026 Oil and Gas Market Seminar were held in Chengdu,under the theme “Coordinated Planning for High-Quality Energy Development and High-Level Security During the 15^th Five-Year Plan Period.” The conference convened representatives from the government,industry,academia,and research institutions across the energy sector to engage in in-depth discussions.It was concluded that the global energy system is undergoing a systematic transformation,necessitating a reconstruction of the governance paradigm toward cross-sectoral synergy and geographic differentiation.Against the backdrop of a global economic slowdown,China must shape its development environment through its own strategy of opening up.The petroleum and petrochemical industry faces dual challenges of slowing demand and an expanding carbon market,requiring green upgrading through technological innovation and carbon asset management.With the natural gas market shifting from a tight balance to global oversupply,China needs to advance market-oriented reforms and enhance unconventional resource security.Large state-owned oil companies should focus on core strategies such as integrating oil and gas with new energy and cultivating new-quality productive forces,offering practical benchmarks for industry transformation.
