中国天然气地下储气库发展现状与前景展望

储气库业务作为天然气“产供储销”产业链关键一环,在调峰保供、应急储备功能方面作用不可替代。2024年中国地下储气库调峰有效工作气量占年消费量的6.2%,距国家要求的10%储气能力建设目标还有一定差距。中国已经形成复杂地质条件储气库动态密封性评价技术,油藏型储气库次生气顶形成与控制技术,复杂泛连通低渗气藏三区带建库评价技术,深层盐穴老腔利用技术,储气库与气驱采油协同建设评价技术等;但是仍存在建库地质条件复杂,储气库冲峰能力不足,市场化机制不完善等挑战。建议:1)立足已建库扩容达产,加快调整完善工程、新库址建设及盐穴老腔改造进程,这是短期内快速提高储气库调峰能力最有效的手段;2)转变固有理念,建设拓展库址资源,利用在产大气田建库和气驱采油项目建库,加强大型储气库库址储备;3)用好国家和地方相关政策,加大储气库研发投入、组织管理、财税政策等方面支持力度,助推储气库快速建设。

Abstract:

Gas storage operations constitute a critical component within the natural gas production, supply, storage, and marketing industrial chain, taking an irreplaceable role in emergency and storage functions. In 2024, current gas storage capacity represents only approximately 6.2% of annual consumption, falling significantly below the state-mandated target of 10% capacity construction. China has already established key technologies including dynamic sealing evaluation for gas storage reservoirs under complex geological conditions, secondary gas cap formation and control in reservoir-type facilities, construction evaluation for extensively-connected, low-permeability gas reservoirs with three-zone division, deep existing salt cavern utilization, and synergistic gas storage/gas flooding enhanced oil recovery(EOR) construction evaluation. Nevertheless, persistent challenges encompass complex reservoir construction geology, inadequate peak-shaving capacity, and imperfect market mechanisms. The paper recommends that such measures as capacity expansion and production optimization of existing facilities, accelerated construction of new reservoirs, and salt cavern cavity reconstruction represent the most effective near-term capacity enhancement measures, transforming conceptual paradigms,expanding site resources, and constructing storage within producing giant gas fields and gas flooding EOR projects would strengthen large-scale site development, and leveraging center government and local government policies while augmenting R&D support,organizational management frameworks, and fiscal/taxation incentives would further accelerate gas storage constructions.
