2025年，中国能源政策以法治与市场改革为核心，系统性构建高质量发展框架。一方面，密集出台关键法规，深化电力、油气等领域市场化改革，确立全国统一电力市场基础规则体系，为新能源电力消纳提供制度保障。另一方面，能源安全着重突出构建“安全韧性”体系，通过强化应急调度、开放基础设施投资提升保障能力。同时，可再生能源政策通过强化消纳责任、创新绿电直供等模式破解消纳难题。2026年为“十五五”规划开局之年，中国的能源政策将以实现碳达峰目标为硬约束，推动能源发展范式根本转变。其核心路径包括：从“能耗双控”全面转向“碳排放双控”；在供给侧做大清洁能源并推动煤电转型，在消费侧推动工业、建筑、交通等重点领域深度脱碳；统筹安全与发展，夯实国内供给、升级基础设施网络，提升能源系统安全韧性；持续深化全国统一电力市场建设与能源法治建设，以系统性改革筑牢新型能源体系制度根基。
Abstract：In 2025,China’s energy policy centered on the rule of law and market-oriented reform,systematically advancing a high-quality development framework.On one hand,the government intensively introduced key regulations and deepened market reforms in the electricity,oil,and gas sectors,establishing a foundational set of rules for a unified national electricity market,providing institutional guarantees for the integration of renewable energy into the power system.On the other hand,energy security will be reinforced through the development of a “security resilience” framework,enhancing system robustness via improved emergency dispatch mechanisms and open up infrastructure investment to boost supply security.Meanwhile,renewable energy policy would strengthen consumption obligation mechanisms and innovate direct green power supply models to address consumption challenges.As the inaugural year of the 15th Five-Year Plan period,2026 will mark a critical turning point,with the carbon peak target serving as a binding constraint to drive a fundamental paradigm shift in energy development.The core pathways include transitioning from “dual control of energy consumption” to “dual control of carbon emissions”;expanding clean energy capacity and accelerating the transition of coal power on the supply side and promoting deep decarbonization in such key sectors as industry,buildings,and transportation on the demand side.Furthermore,security and development will be integrated by bolstering domestic energy supply,upgrading infrastructure networks,and enhancing the resilience of the energy system.Continued efforts will also be directed toward deepening the unified national electricity market and advancing the rule of law in the energy sector,thereby laying the institutional groundwork for a new energy system through systemic reforms.
