作为油气进口的传统来源地与战略运输通道的关键枢纽，东南亚地区的油气市场演变态势已深度嵌入中国能源安全体系。在市场发展方面，其传统供需格局正经历结构性调整，资源净输入特征愈发显著，预计未来东南亚天然气供需将凸显结构性逆差，原油、成品油供需缺口将持续扩大。在中央周边工作会议精神引领下，跨境基础设施的互联互通将成为中国开展对外合作的发展重点。结合中国当前及今后一段时期的油气产业设施发展特点，探讨深化东南亚区域油气合作的潜力，分析双方战略互补方向，并以构建能源安全利益共同体为目标，从深化合作机制、跨境基础设施共建、联合贸易采购等方面提出协同建议。
Abstract：As China's traditional source of oil and gas imports and a key hub of strategic transportation routes, Southeast Asia has witnessed its oil and gas market evolution becoming deeply embedded in China's energy security system. In terms of market development, the region's traditional supply–demand structure is undergoing a fundamental realignment, with its role as a net resource importer becoming increasingly pronounced. Looking ahead, natural gas supply and demand in Southeast Asia are expected to exhibit a structural deficit, while the supply–demand gap for crude oil and refined products will continue to widen. Guided by the spirit of the Central Conference on Work Related to the Periphery, cross-border infrastructure connectivity has emerged as a key priority in China's external cooperation. Considering the current and future development characteristics of China's oil and gas industry, this paper explores the potential for deepening energy cooperation between China and Southeast Asia, briefly identifies directions of strategic complementarity, proposes strategic recommendations in such three interconnected areas as deepening cooperation mechanisms, promoting joint cross-border infrastructure development, and implementing coordinated joint procurement with the objective of constructing a community of shared interests in energy security.
